Transportation Services for Persons with Disabilities
Origin to Destination service is also available to individuals with certified disabilities. An in-person assessment is required to determine eligibility. City Coach Special Services is Vacaville’s American Disabilities Act (ADA) transit service for individuals with disabilities.
Where does special services go
City Coach Special Services operates within the city boundaries of Vacaville. Any person who is unable to use general public fixed-route transit service, such as Vacaville City Coach, is eligible for City Coach Special Services.
How much does it cost?
- One-Way ADA Fare | $2.00
- 20-Ride ADA Punch Pass | $39.00
You must pay the driver at the time of the pick-up, or show a 20-Ride Special Services Punch Pass to the bus driver.

Notice and Grievance Procedures for Complaints of Discrimination Based on Disability
Vacaville City Coach has established a process for investigating and resolving complaints alleging any action prohibited by Title II of the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act. Any person who believes she or he has been subjected to discrimination on the basis of disability may file a complaint under this procedure. It is against the law to retaliate against anyone who files a complaint or cooperates in the investigation of a complaint.
The Transit Coordinator or his/her designee shall be responsible for overseeing investigations and responses to complaints of discrimination based on disability.
How to File a Complaint:
Fill out a Discrimination Complaint Form. Complaint Forms and Process information are available online at www.citycoach.com or by request at Vacaville City Coach 1001 Allison Drive, Vacaville, CA 95687, (707) 469-6575.
Complaints can be filed orally or in writing and should contain:
- The name, address and telephone number of the individual or representative filing the complaint; complaints filed on behalf of third parties must describe or identify the alleged victims of the discrimination;
- An explanation of the discrimination or denial of service;
- The date the alleged violation(s) occurred; and
- Signature of the person filing the complaint.
Complaints may be submitted to City Coach as follows:
- Mail completed form to Vacaville City Coach, Attn: Transit Coordinator, 1001 Allison Drive, Vacaville, CA 95687.
- Complaints may also be faxed to (707) 469-6515;
- In person at, 1001 Allison Drive, Vacaville, CA 95687. Hours of Operation: Monday – Friday 7:00am – 3:30pm (closed 12:00-1:00).
- The complaint may be submitted over the telephone by calling (707) 469-6575.
Notice of the right to appeal (discrimination compliant)
The complainant can appeal the decision of a discrimination complaint in instances where he or she is dissatisfied with the resolution. This Notice outlines the procedure for filing an appeal.
Appeals must be received within sixty (60) days from the date of the resolution. You may submit your appeal in writing to:

Upon receipt of your appeal request, City Coach staff will send a confirmation letter to you within ten (10) business days of receiving the appeal request. An appeal hearing will be provided within thirty (30) business days of the receipt of your appeal request.
Failure to submit a timely appeal will result in a forfeiture of the right to pursue an appeal.
During the appeal, both you and City Coach will have the right to present relevant information. A decision will be rendered by the appeals panel within thirty (30) business days of the hearing date, and will be provided in the appropriate accessible format. The decision will be transmitted to you, with copies to the City of Vacaville Public Works Superintendent and Director of Public Works.
An appeal panel will be convened to hear this matter. A date for the appeal hearing will be set within thirty (30) days of receipt of your written appeal request. You will be provided free paratransit service to the appeal hearing location and back to your home. All pertinent records will be made available at the hearing or in advance in an accessible format. You may be represented at the hearing if you so choose. City Coach will have a representative in attendance to present its position.
You and City Coach will have the right to present relevant information during the hearing. A decision will be rendered by the appeal panel within thirty (30) business days of the hearing date, and will be provided in the appropriate accessible format. The decision will be transmitted to you, with copies to the City of Vacaville Public Works Superintendent.
The decision of the appeal panel will be final.
Out-of-Area Visitor Riding Privileges
Vacaville City Coach will provide up to 21 days of service for persons who are visiting from outside the City of Vacaville during a 365 calendar-day period; after that the visitor is requested to apply for eligibility through the same process established for residents by calling CARE Evaluators at (707) 541-7184.
Presumptive Eligibility
Presumptive Eligibility is granted on the 22nd day until and unless the application is denied in writing.
Reasonable Modification of Policies and Procedures
City Coach is committed to providing safe, reliable, and accessible transportation services. To ensure equity and fairness, and to comply with Federal law, City Coach has a process for requesting Reasonable Modifications to existing Policies and Procedures to avoid discrimination on the basis of disability. City Coach grants such modifications on an individual basis provided that doing so is within the authority of City Coach; does not fundamentally alter the nature of its services; does not constitute a direct threat to the health and safety of others; will not impose an unreasonable financial or administrative burden; and will not require the commission of an illegal act on the part of City Coach or its contractors.
Any person seeking a reasonable modification of City Coach policies, practices, or procedures may submit a modification request.
